Wisconsin: Union Curbs Are Taking Effect

The collective bargaining law pushed by Gov. Scott Walker is set to take effect Wednesday. The law strips public employees of almost all of their collective bargaining rights and requires them to contribute more to their health care and pensions. The State Department of Administration is reprogramming the payroll system to reflect the changes, which amount to an average pay cut of 8 percent.
